Will the mouse always vibrate every 12 seconds?

No, only 12 seconds after the last input signal (click, scroll) has been detected and the hand is still on the mouse. When you are working very intensely with the mouse, and click or scroll at least every 10 seconds, the mouse would never vibrate. You work will therefore not be interrupted.
